Dave Medeiros founded Panoptic Systems on a straightforward observation: AI agents are taking real actions in production, and nothing sits between the agent and the consequences. No external enforcement. No tamper-evident record. No way to prove to an auditor what happened or why it was allowed.

He recognized this as a familiar architectural problem. After more than a decade building at the boundaries between systems, he had seen the pattern before: when the thing being governed and the thing doing the governing share the same trust boundary, governance fails. Panopticore puts the governance layer where it belongs: outside the agent, at the network boundary, in its own trust domain.

Principles

What we optimize for

VPC-first by default

Deploy where your agents run. Avoid "after-the-fact" SaaS-only dependencies for control and evidence.

Customer-owned evidence

Evidence must remain verifiable independently, even under key rotation and during vendor outages.

Fail-closed boundaries

When identity, policy, or approvals can't be verified, the safe outcome is to block, not to guess.
Why we exist

The governance gap is structural, not operational.

AI agents are gaining the ability to take consequential actions in production. The systems governing those actions remain structurally insufficient: self-reporting, application-layer middleware sharing the agent's trust boundary, and observability tools that record what happened without the ability to prevent what shouldn't. Panopticore exists to provide the missing layer: deterministic, infrastructure-level governance with evidence that any third party can verify independently.
